# BTO Standard vs Plus vs Prime subsidy clawback calculator

Compare HDB's **Standard, Plus and Prime** BTO classifications (in force from the October 2024 sales exercise) and calculate how the **subsidy recovery percentage (clawback)** and **CPF accrued interest** affect your net resale proceeds after the 5-year or 10-year Minimum Occupation Period (MOP).

## Standard vs Plus vs Prime: official HDB rules

From October 2024, HDB classifies new BTO projects into three tiers ([HDB Standard, Plus, and Prime Framework](https://www.hdb.gov.sg/buying-a-flat/bto-sbf-and-open-booking-of-flats/finding-a-new-flat/standard-plus-and-prime-housing-framework)):

| Rule | Standard | Plus | Prime |
|---|---|---|---|
| **Minimum Occupation Period (MOP)** | **5 years** | **10 years** | **10 years** |
| **Subsidy recovery upon resale** | **None (0%)** | **Yes** (percentage of resale price or valuation, lower than Prime; announced per launch) | **Yes** (higher percentage of resale price or valuation; announced per launch) |
| **Renting out the whole flat** | Allowed after 5-year MOP | **Not allowed** (even after 10-year MOP) | **Not allowed** (even after 10-year MOP) |
| **Renting out spare bedrooms** | Allowed | Allowed (for 3-room and larger flats) | Allowed (for 3-room and larger flats) |
| **Resale buyer eligibility** | Prevailing resale rules (no income ceiling) | Prevailing Plus resale income ceiling; check HDB at the time of purchase | Prevailing Prime resale family/single income ceilings; check HDB at the time of purchase |

## How subsidy recovery and CPF refund work when you sell

When the original BTO buyer sells a **Plus** or **Prime** flat after the 10-year MOP, HDB recovers the published subsidy percentage on the **higher of the resale price or HDB valuation**. After deducting the subsidy recovery and any outstanding housing loan, the seller must refund all CPF principal withdrawn for the flat (including any EHG grant) plus **2.5% p.a. compound accrued interest** back into their CPF accounts.

Subsequent resale buyers who purchase a Plus or Prime flat on the open market do **not** pay the subsidy recovery when they later sell, but remain bound by the 10-year MOP, the ban on whole-flat rental, and the resale buyer income ceilings.
