HDB Community Care Apartments (CCA) BTO guide: eligibility, leases & care package

How HDB’s assisted-living Community Care Apartments work for seniors aged 55 and above, from 15–45 year leases and the Basic Service Package to tracked CCA launches.

Published 5 November 2026. By Cheng Xu, BTO Radar.

Community Care Apartments (CCAs) are HDB public housing flats jointly developed by the Ministry of National Development (MND), the Ministry of Health (MOH) and HDB to integrate senior-friendly housing with on-site social and care services (HDB Seniors Eligibility & CCA Rules). Unlike standard 2-room Flexi flats, CCAs pair a 32 sqm studio layout and communal living spaces on every floor with a mandatory Basic Service Package so seniors can age independently in the community.

Who is eligible for a Community Care Apartment (CCA)?

From the November 2026 BTO exercise, the CCA minimum age is 55, reduced from 65 (HDB age eligibility announcement). According to HDB's published eligibility conditions for seniors (HDB Seniors Eligibility):

Mandatory Basic Service Package and optional care services

Every CCA household subscribes to a mandatory Basic Service Package throughout the lease, which includes:

  • 24-hour emergency monitoring and response service and key card access.
  • On-site Community Manager who links residents with care providers, coordinates wellness activities and facilitates simple home fixes.
  • Basic health checks and communal programming in shared spaces across the block.
  • Priority admission to a nearby nursing home should a resident later require full-time institutional care.

Optional care services — such as assistance with activities of daily living, meal delivery, housekeeping and laundry — can be added on a pay-per-use basis as care needs evolve.

Resale and rental restrictions on Community Care Apartments

Because CCAs are subsidised short-lease assisted-living flats:

  1. No open-market resale: You cannot sell a Community Care Apartment on the open market or sublet the whole flat or bedroom (HDB Seniors Eligibility).
  2. Returning the flat to HDB: If you no longer need the flat (or upon the passing of the owners), the flat is returned to HDB, which refunds the value of the remaining lease under HDB’s prevailing surrender valuation and terms.

Common questions

What is the minimum age to apply for an HDB Community Care Apartment (CCA)?

Applicants and their spouses (if any) must be aged 55 and above to apply for a Community Care Apartment. This applies from the November 2026 BTO exercise; earlier CCA exercises required age 65. Short-lease 2-room Flexi flats also start at age 55.

What lease lengths are available for Community Care Apartments?

Can a Community Care Apartment be sold on the open resale market or rented out?

No. Community Care Apartments cannot be resold on the open market or rented out. If you no longer need the flat, you return it to HDB and receive a refund based on the value of the remaining lease.
