Order of deductions when you sell an HDB flat
This planner assumes a sale at or above market value, a first subsidised flat sold on/after 3 March 2006, and the fixed levy schedule. It reserves the levy for a second subsidised purchase; HDB determines its payment timing. The breakdown is:
- Redeem the outstanding HDB or bank housing loan on the flat being sold.
- Refund your CPF Ordinary Account (OA) principal withdrawn for the flat (including any CPF housing grants received) together with 2.5% p.a. compound accrued interest that your savings would have earned had they remained in your CPF OA. If your selling price (at or above market value) is insufficient to cover the full CPF refund after paying off the housing loan, CPF Board does not require you to top up the CPF shortfall in cash. Other sale expenses are paid after the required CPF refund (CPF Board deduction order).
- Pay other selling costs, such as agent, legal and administrative fees.
- Reserve the HDB Resale Levy (if buying a second subsidised flat or new EC): If your sold flat was a subsidised flat (bought directly from HDB, or a resale flat bought with a CPF Housing Grant) and you buy a second subsidised flat from HDB or a new EC from a developer, you pay a fixed resale levy based on the flat type of your first subsidised flat. If your next home is a resale HDB flat (without grant) or private residential property, the resale levy is $0.
This calculator excludes Plus/Prime subsidy recovery and special short-lease resale-levy concessions; confirm those separately with HDB. If you leave the actual CPF refund blank, the 2.5% compound estimate assumes the entire principal was withdrawn at the start. Monthly mortgage withdrawals and voluntary refunds change the actual interest. Enter the total refund shown on your CPF dashboard for a useful cash estimate. Negative net cash means additional cash is required.
Official HDB Resale Levy schedule (first subsidised flat sold on or after 3 March 2006)
Fixed resale levy amounts published by HDB (HDB Resale Levy table). Singles who received a Singles Grant pay half the family resale levy when they subsequently form a household or buy a second subsidised flat:
| First subsidised flat type | Family / Joint Singles scheme levy | Single Grant recipient levy |
|---|---|---|
| 2-room / 2-room Flexi | $15,000 | $7,500 |
| 3-room | $30,000 | $15,000 |
| 4-room | $40,000 | $20,000 |
| 5-room / 3Gen | $45,000 | $22,500 |
| Executive flat | $50,000 | $25,000 |
| Executive Condominium (EC, 1st subsidised) | $55,000 | $27,500 |
Note: First subsidised flats sold before 3 March 2006 (or EC buyers whose land sale was launched before 9 December 2013) follow percentage-based or earlier HDB schedules; verify your exact levy liability on My HDBPage before committing to a second subsidised flat.
Common questions
Do I pay the HDB resale levy if I sell my BTO and buy a resale HDB flat or private condo?
No. The resale levy is payable only if you buy a second subsidised flat from HDB (such as a second-timer BTO or SBF flat) or a new Executive Condominium (EC) from a developer. If you buy an HDB resale flat or private property on the open market, no resale levy is triggered at that purchase.
Can the resale levy be paid using CPF OA instead of cash?
No. HDB deducts the resale levy from the cash sale proceeds upon selling the first subsidised flat (and any shortfall must be paid in cash) before or when you take possession of the second subsidised flat.
Can I use the CPF refunded from my sale to buy my next flat?
Yes. The CPF principal and accrued interest refunded from the sale go back into your CPF Ordinary Account (and Retirement Account if aged 55 and above, up to your cohort Full Retirement Sum), and the OA balance can then be used towards the downpayment, stamp duty and monthly instalments of your next home.
