From the October 2024 BTO sales exercise, eligible first-timer singles aged 35 and above can apply for new 2-room Flexi flats (99-year lease) across all locations — Standard, Plus and Prime (HDB Standard, Plus, and Prime Housing Framework). Previously, singles applying for a new BTO flat were limited to 2-room Flexi flats in non-mature estates.
Because the non-senior 2-room Flexi supply in each project is shared and capped, first-timer singles application rates are often much higher than first-timer family rates in the same project. Below are the historical HDB 2-room Flexi figures retrieved on 5 November 2026 across the February 2026 and June 2026 sales exercises.

Data retrieved on 5 November 2026 from HDB's public past-application-rate interface (HDB Flat Portal). Each joint pool is listed once, sorted from lowest to highest first-timer singles rate:

Three patterns in the 2-room Flexi singles data
- Total 2-room Flexi unit count matters as much as location: In February 2026, Tampines Nova offered only 122 2-room Flexi units and recorded a first-timer singles rate of 117.5, whereas larger 2-room Flexi pools such as Berlayar Rise (816 units, Prime) and Sembawang Deck / Voyage (479 units, Standard) recorded singles rates of 7.8 and 4.0 respectively.
- First-timer family rates do not reflect singles competition: In Kebun Baru Breeze, Lakeview Cascadia and Berlayar Rise, the first-timer family rate for 2-room Flexi was 0.1 to 0.2, while the first-timer singles rate in those same pools was 4.1 to 7.9. Always read the Singles column when applying under the Single Singapore Citizen Scheme.
- Standard vs Plus vs Prime resale options for singles: Under the Standard, Plus, and Prime framework, eligible singles can apply for new 2-room Flexi BTO flats across all three classifications. On the resale market, singles can buy resale flats of any size (except 3Gen) in Standard and Plus projects (and existing unclassified flats), but are limited to 2-room Prime resale flats if buying a Prime flat on the open market.
Financing and EHG (Singles) up to $60,000
First-timer singles aged 35 and above with an average gross monthly income of $4,500 or below may qualify for the Enhanced CPF Housing Grant (Singles) of $2,500 to $60,000 (in $250 income brackets, with the full $60,000 for monthly incomes of $750 and below).
